Where to file and consult

Consultation with the fire station and the waste management section is also required. Procedures and required documents can change, so check the latest guidance from the office. A fire safety compliance certificate (消防法令適合通知書) from the fire station is also required.
Other main rules of the ward
- The guideline is to arrive within 30 minutes of a complaint
- For condominiums, a written pledge that the management association does not prohibit minpaku
Additional rules for kan'i shukusho (Hotel Business Act)
- Facilities without a front desk (玄関帳場) must, in principle, have a system to rush to the facility within about a 10-minute walk
Recent and planned changes
- Draft amendment (public comment September 12 – September 28, 2026, ended): Extend the restricted area to the entire city (the periods remain as they are now), and allow only host-cohabiting types and similar that meet conditions to operate during the restricted periods. In-person explanations at least 14 days before filing the notification, among other measures, will become mandatory. Not retroactive to existing operators. Check the city's announcements for when it will be submitted to the council and take effect
