In short
In exclusively residential zones, operation is not allowed from Monday noon to Friday noon (except the host-cohabiting type approved by the city). From April 2027, the restricted areas are planned to expand to residential zones and quasi-industrial zones.
Operating days and areas
| Area | Operating period / restriction |
|---|---|
| Exclusively residential zones (low-rise and mid/high-rise) | Not allowed from Monday noon to Friday noon (except from noon on a public holiday to noon the next day). The host-cohabiting type with the city's approval may also operate on weekdays |
| All other areas | Up to 180 days a year |
Requirements for approval of the host-cohabiting type include having lived in the property continuously for 3 years or more (city guidebook (手引き)).
Under national law, the upper limit is 180 days a year.
Notice to neighbors before starting
- Inform neighbors in writing at least 7 days before filing the notification
- Host-absent type in restricted areas must also hold a briefing session for residents at a city facility
Where to file and consult
Nakano City Public Health Center, Environmental Sanitation Division (中野区保健所 生活衛生課); consultation before filing is by phone appointment. Procedures and required documents can change, so check the latest guidance from the office. A fire safety compliance certificate (消防法令適合通知書) from the fire station is also required.
Other main rules of the ward
- Identity verification in person
- Keep complaint records for 3 years or more
Recent and planned changes
- Draft amendment (public comment July 21 – August 11, 2026): Add Category 1 / Category 2 residential zones and quasi-industrial zones to the restricted areas, and in restricted areas accept only the host-cohabiting type approved by the city (not retroactive to existing operators). For Hotel Business Act facilities, staff stationed on-site will be mandatory for new facilities
- A draft ordinance is planned for the city council in October 2026, with enforcement in April 2027
