If the majority of the planned site lies within the area, the rules apply to the whole site.

Notice to neighbors before starting
- At least 15 days before filing the notification, explain in person by briefing session or individual visits (buildings on the planned site, adjacent sites, and across a road 6 m wide or less). Submit a report
Where to file and consult
Nerima City, Health Department, Environmental Sanitation Division (練馬区 健康部 生活衛生課); advance consultation at the counter for each property is required and by appointment only. Procedures and required documents can change, so check the latest guidance from the office. A fire safety compliance certificate (消防法令適合通知書) from the fire station is also required.
Other main rules of the ward
- Garbage is business waste regardless of quantity (written pledge)
- For rented properties, notify the landlord; for condominiums, notify the management association
Additional rules for kan'i shukusho (Hotel Business Act)
- A front desk (玄関帳場) or equivalent equipment, and staff stationed on-site during business hours
- Put up a sign at least 30 days before the application and hold a briefing session or similar
- A license may not be granted within roughly 100 m of schools, children's facilities and similar facilities
